I don't know much about this brawler, but he is a great counter for Edgar.
Out of Line
Instantly charges R-T's Super.
Recording
R-T and his legs take 20% less damage when split.
Shield
Gain extra 900 Health as a consumable Shield. The shield regenerates in 10 seconds, when at full health.
Damage
Deal 15% extra Damage when your Brawler is below 50% Health.
Guide
The gadgets actually differ, depending on what you are good at; long-range or short- range.
