Guide
The gadget choice is obvious, please do not even think about buying the other one, it's utterly useless and this one is so good. It helps you get your super from long distance brawlers as well. The starpowers are both great. One of them helps you finish tanks easier, with the combination of super + gadget with auto-aim. The other one helps you win a lot of interactions that you wouldn't win without it, bcs it's basically 2000 extra health. Ask yourself this: Do you prefer to be good at both facing tanks and other brawlers, or be VERY good against tanks / assassins and bad against other brawlers? That's a personal choice and one of the hardest starpower choices, because it affects your entire gameplay. The gears are pretty optional too, I personally love speed gear. After gadget charge gear was reworked, don't even think about buying it. The second one should be either health or shield. Damage isn't bad either, tho, but Shelly has quite a lot of damage already. The hypercharge isn't too essential for her kit either, it's good for the stat boost but it takes a while to charge. Not worth it, imo.
One tip with Shelly is not using your super behind a wall, even if it seems like a good thing to do, bcs you think you are going to surprise your enemy and stuff. No. Some of the bullets are lost when they break a wall, similar to Colt's super. Another thing is that you don't need to get too close to the enemies if you are playing the slow starpower, and here's why: you can get your super from a bit afar, even if you don't get full damage, or you can even use your gadget to charge it, and then, just press super and finish the kill with auto aim, taking advantage of the slowing. The other starpower mainly helps you against brawlers like buzz, bull or buster, whose interactions could be very close without your 2000 extra hp. All of this is in brawl ball, which is where you should be playing her. In heist she is only good with the quickfire modifier, and there are no modifiers anymore, in hot zone and gem grab you shouldn't play her imo, and in knockout and bounty it depends a lot on the map and team composition. If you are playing showdown, absolutely use the hp starpower, camp until you have your bar full and play aggresive looking for brawlers you counter
Game Modes

Brawl Ball
play at mid range and use your gadget to get super easier. when you have it, take advantage of the slowing starpower and use full auto-aim

Showdown
use the hp starpower. camp until it's full, get your super and just hang around in bushes until someone is dumb enough to jump at you

Knockout
in maps like flaring phoenix or even out in the open, she can work some times, as long as you have the right comp, like a long range thrower and a sniper. spam your gadget as much as you can and break their bushes with your super if you manage to get to the other side taking advantage of your team's pressure
Works Well With

Bea
Most snipers work well with shelly. I picked Bea especifically because she already has slowing mechanics like her super, that allows her to spam auto-aim until the slow is finished, so with a shelly on her comp, she can hit most of her shots with auto-aim every time one of the supers is used, which guarantee kills
