Mandy Main here, This is what I believe to be her best build.

Mandy's next candy from her Candy Dispenser pierces enemies and environment.

Star Power

In My Sights

Mandy shoots her candies with 20% more speed while Focused.

Gear 1

Vision

Reveal opponents for 2 seconds after dealing damage to them.

Gear 2

Damage

Deal 15% extra Damage when your Brawler is below 50% Health.

Guide

Gadget is interchzngable, both great.SP: far better for hitting shots, the other one is completely useless if you're playing Mandy correctly.Gears:
vision - is great on Mandy (on bushy maps, otherwise go with Shield). Being able to hit more shots when enemies are in bushes is great.Damage - It should be possible to stay below 50% HP and survive with Mandy. Dealing more damage is always great and can really change an interaction when enemies get up close.

Any ranged gamemode should be fine.

Works Well With

Charlie

If Mandy has her super and Charlie can cocoon an enemy, this is a guaranteed kill.

Dynamike

With the Stun Gadget and Mandy's super it's very easy to get the kill
